The resolution passed last week by the Security Council of the UN to intervene in Libya by the closure of airspace and bombing allegedly directed military targets close to the government of Muammar el-Qaddafi is used to analyze once again the world's geopolitical map.
unfortunate
There are several issues in the actions of the various nations more or less involved in the Libyan conflict. Nobody seems to provide what is necessary to leave behind the difficult situation facing the Arab and African country at the same time.
The first question that arises is why there is now a UN military intervention in Libya and a few weeks ago the international community watched without moving an inch a similar situation in Egypt and Tunisia, and still see straight face similar situations in Bahrain and Yemen between others.
Why? The answer seems easy. Libya has two things Egyptian and Tunisian neighbors seemed to have: control over a significant amount of oil supplies to Europe and a leading critic of the interests of Western powers.
It turns out that France and the United Kingdom, together with the United States to start trying to overthrow Gaddafi lined after the slogan of liberating an oppressed people for decades. The actions of these Western powers not surprised, but outraged and concerned. Just a few years after dismantling Iraq and Afghanistan, now insist on self-proclaimed liberators.
Back in Paris, London and Washington, they dragged the government (it is impossible to call socialist) of Zapatero in Spain and most of NATO. Without putting a single soldier, but "moral" support, join the district governments, like Chile and Colombia.
But in this case, the reproaches and accusations can not go in one direction only. You can not turn a blind eye on the attitude taken by the governments of the major emerging powers, purported spokesmen for the least advantaged. Both Russia and China have a veto in the Security Council of UN, so it could have been avoided without problems that would allow United Nations military intervention in Libya. But they did not. Abstained from voting, as if unwilling to take a yes or no. The world order does not change if the emerging powers, especially Beijing, insist on not take action on relevant issues. Of course, the fact that Russian and Chinese companies have been the strongest gains obtained from the invasion of Iraq and Afghanistan (in many cases even higher than those obtained U.S. companies) there may be heavy for Moscow and Beijing look to one side.
Behind the two emerging giants were positioned in the Security Council UN India and Brazil, which also abstained to vote against military intervention, but immediately after that claim was not bombed Libya. Lula says to the world's media that "these invasions only happen because the UN is weakened. If the UN had a representation of the XXI century, not the twentieth century, instead of sending aircraft to bomb, had been sent to the secretary general to discuss ". This statement is not intended to condemn the attacks on Libya (again, Brazil abstained from voting on the resolution) but to add arguments for Brazil to finally conquer his plot of power in the UN and become a permanent seat on the Security Council. Sad to see the northern neighbors do that.
Moreover, one of the major Western powers are also occupying a seat on the Security Council is Germany. Many may be surprised that Berlin would not have voted for military action in Libya, but make no mistake. Are election time in Germany, a death of a German soldier could impact very negatively on the image of the already weakened government of Chancellor Angela Merkel.
list remains the position of the African Nations Union claimed to military intervention and the establishment of a negotiating committee. An extremely peaceful solution, but it would not fit with the internal situation in Libya.
ALBA, with Hugo Chavez at the head supports African initiative has shown like no other nation supporting the Gaddafi government, a leader bolted to power, not hand trembled when he had to kill their countrymen order . One can be without defending imperialist figures such terrible Gaddafi.
Finally, the Arab League, which supported the resolution of the Security Council of the UN, seems determined not to impede the advance of Western powers in northern Africa, as long as the price of a barrel of oil (the main production region) continue to rise because of the conflict. Sad, but true.
