We are writing to you to bring you our deep concern at the inadequate provisions made in the Budget Bill of Costs and Resources of the Government for 2011 to the formation the "National Enrichment Fund and the Conservation of Native Forests, established by National Law 26,331, of Minimum Standards for Environmental Protection of Native Forests.

While the draft 2011 Budget Law stipulates in Article 16 a $ 300 million for the establishment of the fund, 26,331 national law in article 31 clearly dictates that they "shall not be less than 0.3 % of budget. " So, considering that the national budget in 2011 is just over $ 372,911 million, the same should not be less than $ 1,119 million.

addition, as the above law, this amount should be added "two percent (2%) of total taxes on exports of primary and secondary products from agriculture, livestock and forestry sector for the year preceding the year under review" .

Such funds shall be distributed among the provinces by provincial law penalizing the Land of its native forests under the criteria of Act 26,331. 30% of these funds seek to strengthen the technical capacity and control of the provinces and promote the productive activities of small farmers and indigenous communities made in the forests and the remaining 70% will intended to compensate the owners to perform tasks of conservation and sustainable management.
So far there are thirteen provinces that have been sanctioned by a provincial law of Land Management Native Forests: Salta, Santiago del Estero, Chaco, Corrientes, Black River, Mendoza, Formosa, Tucumán, Chubut, San Luis, Misiones, Catamarca and Cordoba.
The passage of the Forest Act represented a breakthrough in environmental matters to our country, but also a significant achievement in the civil society participation in the actual claim a standard of environmental protection. However, the repeated budget allocation as contemplated under the Law 26,331 is generating a climate of uncertainty and lack of credibility in the rule violates their enforcement.

As civil society entities, strongly involved in the protection of native forests, we emphasize the need to conduct the "National Enrichment Fund and the Conservation of Native Forests
", putting in place urgently and effectively . To do this, it is essential that Congress incorporated the relevant item in the budget for 2011.
